Richard L. Stiles 1978-1997

Richard L. Stiles was a consultant in the California Department of Education from 1975-2001, serving in the Adult Education Office from 1979-1988 and 1991-2001, and in the Amnesty Education Office from 1988-1991, where he was Manager. The largest part of the collection consists of California adult education data reports, analyses, and correspondence related to the federal Adult Basic Education Enrollment Reports (ABE-1) for California to the California Basic Educational System (CBEDS). Also included are papers about the CA State Department of Education Management reorganization from 1986-1987, the State Literacy Resource Centers (SLRCS) 1992, and the adult education governance and funding issues in 1995, including the CBO audits. Another significant section of papers is related to California's federal 310 projects, especially the development of the California Adult Student Assessment System (CASAS) from 1980-1992. There are copies of twelve background papers related to assessment and test development. The collection includes original masters of ten products of the Adult Education Institute, most with diskettes. Also included is the original application for local agencies to provide educational services for the Immigration and Reform and Control Act (IRCA)of 1986.
